Environmental Science Associates (ESA), a leading environmental science and planning firm with offices on the West and Gulf Coasts, adds Charles Smith as principal associate in Southern California. In this role, Charles will work across disciplines to provide environmental analysis, natural resources planning, and permitting services for large public works and infrastructure development projects. With more than 25 years of experience providing environmental impact assessment planning services for large regional utilities, public works, and water departments, Charles most recently served as senior vice president and project director for global consulting company ICF in its Environment and Planning Division.

Possessing substantial experience and expertise in areas including California Environmental Quality Act (CEQA) and National Environmental Policy Act (NEPA) compliance, land use planning, and sustainable development, Charles has served clients spanning a broad range of industries such as water, transportation, energy, and community development. His responsibilities have included program and project management, business development, operations, and practice leadership.
Charles holds professional certifications from the American Institute of Certified Planners (AICP) and the U.S. Green Building Council as a Leadership in Energy and Environmental Design Accredited Professional in Building Design and Construction (LEED AP BD+C). Active within his industry, Charles serves on the American Planning Association (APA), Orange Section Board, as well as on the University of Southern California (USC) Price School Alumni Board of Directors. He is a member of the Urban Land Institute (ULI) and earned both his MPI in Urban and Regional Planning and B.S. in Business Administration from USC.
