Terri (Vitar) Avila Joins ESA as Principal Managing Associate

Environmental Science Associates (ESA), a leading environmental consulting firm, is pleased to announce that Terri (Vitar) Avila has joined our Community Development team as Principal Managing Associate. Terri will be based in our Los Angeles office.

“Terri brings proven experience managing large, complex, multi-disciplinary environmental documents in compliance with CEQA and NEPA. Her award-winning environmental documentation and public facilitation expertise will be key to advancing development projects and creating living plans throughout Southern California,” said Deanna Hansen, Southern California Community Development Director.

Terri brings over 30 years of experience in environmental consulting and natural resource planning. With a project background that includes urban and greenfield development, transportation, and water. Terri managed the Candlestick Point-Hunters Point Shipyard Phase II EIR, which won the American Planning Association National Achievement Award for Hard Won Victories and an Award of Excellence from the American Council for Engineering Companies, and she has completed numerous environmental documents throughout the state, from communities in Orange and Los Angeles counties to the Central Valley, and beyond. Her clients are diverse and include the cities of Huntington Beach, Santa Ana, and Santa Monica; private developers, such as Caruso Affiliated and Lennar Urban; and transportation agencies, such as the Los Angeles County Metropolitan Transportation Authority and the UK Department of Transport.

With proven leadership and business acumen, Terri was a former national operational manager for an international, publically held consulting firm. Before that, she established and built a full-service southern California environmental and planning practice, growing the Los Angeles office from 3 to nearly 40 individuals. Terri is a member of the Association of Environmental Professionals, American Planning Association, Southern California Water Committee, and Society of Wetland Scientists. She is qualified to serve as an environmental permitting and documentation expert witness.
